PROBLEM TO BE SOLVED: To provide a failure diagnosis device capable of improving execution frequency without lowering accuracy of failure diagnosis when operation of an internal combustion engine continues from a cold start over a predetermined period of time and conditions for execution of failure diagnosis are established. SOLUTION: When operation of the internal combustion engine continues longer than the predetermined operating time TRUNJUD from a cold start, the execution of the failure diagnosis is permitted (S116, S122, S123, S125). Even when the engine is stopped before the predetermined period of time TRUNJUD from the cold start is over, if the stopped time TSOAKZ or the integrated value TSOAK of the stopped time TSOAKZ is the same or less than the determination period of time TSOAKJUD (FLONGSOAK=0), measurement of operation time upon a hot restart is restarted (S117, S119) without resetting an operation time counter TRUN which has started measurement of the operation time from the cold start.
