PROBLEM TO BE SOLVED: To inhibit the lowering of a gain in a radiation in the direction separate from a conductor plate in an antenna and the conductor plate resulting from the secondary radiation of the conductor plate in the antenna using the frame-shaped conductor plate with an inner edge as a ground surface. SOLUTION: When the on-vehicle antenna 27 using an EMV (an electro-multivision) substrate 23 as the frame-shaped conductor plate, in which the inner edge is formed in a rectangle and can be made to resemble closely, as the ground surface is installed, an electric contact with the on-vehicle antenna 27 of the substrate 23 is separated by the length of an approximately quarter of the wavelength of radio waves transmitted from or received by the antenna 27 from a symmetric line regarding the inner edge of the substrate 23.
