<p><P>PROBLEM TO BE SOLVED: To provide a charging member which is excellent in adhesiveness between a substrate and a resin layer and whose adhesiveness does not deteriorate even if heat-treated. <P>SOLUTION: The charging member comprises a fluororesin layer (1), a heat resistant resin containing layer (2) and a good conductor substrate (3). The heat resistant resin containing layer (2) is formed of a heat resistant resin whose thermal decomposition starting temperature is 300°C or higher.
