PROBLEM TO BE SOLVED: To eliminate the flaw that only several spots in a prediction object dam drainage basin are taken into consideration, concerning achievement data used for generating a prediction model for predicting inlet flow into a dam using a computer, and the number of data spots and the prediction model are insufficient for grasping the prediction drainage basin, thereby resulting in unsatisfactory prediction accuracy. SOLUTION: For generating the prediction model for dam inlet flow prediction, satellite remote sensing data (9) are used, when selecting a prediction model for prediction, thereby permitting the selection of a prediction model taking the prediction object dam drainage basin into consideration. According to this invention, by using the satellite remote sensing data or the like, a prediction model, taking the prediction object dam drainage basin into consideration, can be selected, and the accuracy of the prediction of the dam inlet flow can be improved.
