A content reuse management device for judging presence/absence of reuse relationship of contents stored in a database using a computer. The content reuse management device includes surface layer information creation means for creating surface layer information such as a character string appearing in a content and reuse judgment means for judging a reuse degree by using the surface layer information, thereby judging presence/absence of reuse relationship of contents according to the matching degree of the surface information between contents.
