A reception power measuring part (107) measures, from received data, the reception power thereof. A transmission power information extracting part (106) extracts information of the transmission powers of individual channels of mobile apparatuses included in the received data. A condition setting part (108) calculates the transmission powers and transmission parameters of packet data in the mobile apparatuses scheduled by use of the information of reception qualities, that of reception powers and that of the transmission powers of the individual channels, and outputs information of the calculated transmission parameters and information indicative of the transmission powers to channel coding parts (111-1 to 111-n). The channel coding parts (111-1 to 111-n) encode the transmission data including the transmission power indicative information and transmission parameter information to be notified to the scheduled mobile apparatuses. In this way, communication can be performed based on appropriate resource management in the upstream line.
