PROBLEM TO BE SOLVED: To provide a manufacturing method for a cylindrical bag filled with a material, which enables easy and speedy work in manufacturing even an elongated cylindrical bag having a small diameter, requiring sealing spots of only both ends of the bag, and is advantageous in cost. SOLUTION: According to the manufacturing method, a shallow shaft 15 supplied with a prescribed amount of the material W from an entrance 17 is rotated to wind a packaging paper 1 spirally around the outer periphery of the shaft 15. The side edges of the packaging paper 1 are overlapped each other and then compressively bonded together via a pressure-fit transfer section 22 to form a cylindrical packaging material 2, which is further transferred axially and its front end is sealed. Passing an exit 20 of the shaft 15, the packaging material 2 is charged with the material W supplied from the exit 20, and the base end of the packaging material 2 is sealed, thus the shaping of the packaging material 2 and charge of the material W are completed simultaneously.
