PROBLEM TO BE SOLVED: To provide an image formation device which can make a rise of a quantity of laser light in a start constant at all times.

SOLUTION: The image formation device 50 has a modulation circuit 71, an output circuit 72 and a pulse addition circuit 73 at a modulating part 201. The modulation circuit 71 modulates image data to 16-bit PWM image data. The output circuit 72 outputs a PWM signal by each bit to the pulse addition circuit 73. Delay lines 84-1 to 84-n connected in series in the pulse addition circuit 73 have respective inputs-outputs inputted to a selector 87. The selector 87 outputs one of delayed PWM signals to one of two input terminals of an OR circuit 88 in accordance with a pulse addition amount setting value. An output of a 16 input OR circuit 83 is inputted to the other input terminal of the OR circuit 88. The output of the 16 input OR circuit 83 is sent as the PWM signal to a laser driving part 202.
