PROBLEM TO BE SOLVED: To quickly perform deciding operation of difficulty associated with the appraisal processing of subjects.

SOLUTION: The difficulty of the assessment processing of the subjects is automatically decided while referring to a decision reference table on the basis of the contents of accident related information previously collected and stored in the accident information related DB 331 of a DB server 33. The difficulty information as a result is stored in the accident information relevant DB 331 of the DB server 33 as a portion of the accident related information. The difficulty information is confirmed by using a controller terminal 25 by a controller and the information input/output of each terminal or the DB server 33 being a data base is controlled by an APL server 32 so as to be corrected as necessary.
