PROBLEM TO BE SOLVED: To solve the problem that it is impossible to deal with inverted letters(outline characters) constituted of white pixels with a black base in the same tree structure as normal characters constituted of black pixels with a white base. SOLUTION: A black pixel block and a white pixel block are recursively extracted from an input image, tree structural data indicating the positional relation of the extracted black pixel block and white pixel block is prepared, the significant black pixel block is extracted from a reverse image obtained by inverting the black and white pixels of the input image, and data associated with the extracted significant black pixel block is added to the corresponding place of the tree structural data.
