PROBLEM TO BE SOLVED: To provide a safe lifting device easily installed on the inclined ground surface, making a pallet surface easily visible and preventing a fall in an uppermost stage. SOLUTION: A base 5 is disposed on the ground surface GL, and four posts 4 are erected on the base 5. A balancing cable 10 is stretched across both sides of a pallet 3. Lifting drive units 2 are arranged in two parts on both sides of the pallet 3, and winding diameters of winding drums 7, 8 are formed in a plurality of diameters to form an inclined face following the ascent/descent of the pallet 3. A gradient is made upward on the ground surface GL to make the pallet surface easily visible to allow safe drive-in, and the gradient is made downward in the uppermost stage to make the pallet surface serve as a wheel stopper to thereby prevent the fall.
