PROBLEM TO BE SOLVED: To provide a foundation structure of a housing building and its construction method eliminating the horizontal leveling of the foundation surface, excellent underfloor insulation, facilitating the inspection of an under floor and maintenance and enabling the foundation structure of the housing building to be used as a storage in the under floor or a thermal storage type foundation or the like. SOLUTION: A block body 13 of foam plastic is provided to the ground A surrounded by an outer circumferential footing beam outside form 8 to form an outer footing beam space S1 between the block body 13 and the outside form 8, and after an inside footing beam space S2 has been formed between the block bodies 13, an upper footing beam space S3 is put between upper parts of the outside form 8 to provide a thermal insulating material 15 to place concrete D in the spaces S1, S2 and a group of block bodies or after the concrete D has been placed in the spaces S1, S2 and a group of block bodies, the upper footing beam space S3 is put between the upper parts of the outside form 8 to place the thermal insulating material 15 to place the concrete D in the upper footing beam space S3. An upper footing beam 4 thereby supporting a ground sill (b) on a slab 2 is constructed, and at the same time, the side circumferential surface forms a space 6 in an under floor coated with the thermal insulating material 15.
