PROBLEM TO BE SOLVED: To provide an inexpensive technology for reducing location registration traffic by completely eliminating location registration requests from transportation. SOLUTION: When a mobile terminal 1 takes the transportation 5, a transportation identification number notifying device 4 notifies the mobile terminal 1 of the transportation identification number of the transportation 5. The mobile terminal 1 notifies a control station 3 of the transportation identification number through a radio base station 2a of a location registration area A. When the control station 3 receives the transportation identification number from the mobile terminal 1, the control station 3 refers to an operation information database 6 to grasp at what time and at which location area boundary the transportation 5 with the mobile terminal 1 existing therein passes through. Then, the control station 3 monitors time, and changes location registration areas for the mobile terminal 1 when the time for the transportation 5 to pass through the location registration area boundary arrives.
