PROBLEM TO BE SOLVED: To provide a method for making a catalyst carrying a large amount of minute platinum-ruthenium alloy particles in a highly dispersed state and, in particular, easily produce a catalyst for a fuel cell. SOLUTION: An alcohol aqueous solution in which a platinum ammine complex expressed by the formula, [Pt(NH<SB>3</SB>)<SB>x</SB>(NO<SB>2</SB>)<SB>y</SB>L]A<SB>z</SB>, and a ruthenium salt are dissolved is contacted with a carrier carrying a reduction promotor to reduce platinum ions and ruthenium ions in the aqueous solution on the carrier, and then the carrier is heat-treated. In the formula, L is an alkoxy group, an alkanoyl group, or an alkanoyl oxy group, A is H, NO<SB>2</SB>, or NO<SB>3</SB>; x is 0, 1, or 2; y is 1, 2, or 3; x+y changes according to the charge of a central metal (platinum) and is 3-5; and z changes according to the charge of the central metal (platinum) and is (y-1) to (y-3).
