PROBLEM TO BE SOLVED: To provide a lightweight pressure receiving plate for adjusting and repairing the uneven ground without using an unevenness adjusting mat. SOLUTION: A reinforcement assembly 30 is enclosed in a frame body 20 with a loose fitting hole 22a for an anchor 14. The frame body and the reinforcement assembly are covered and closed with a bag body 40, and the bag body is enclosed with a form 50 that can be disintegrated. A grout material is filled in the closed bag body 40, and after the grout material is hardened, the form 50 is disintegrated and removed to form the pressure receiving plate 10. Since concrete is placed at a construction site, the pressure receiving plate 10 brought into the construction site can be lightweight. Since the pressure receiving plate 10 can be individually arranged for every constituent member and the constituent member itself can be miniaturized and reduced in weight, the constituent member can be manually installed depending on the size, and the pressure receiving plate can be formed without a crane. Because of being closed with the bag body 40, the pressurized grout material can be filled in the space in the bag body 40, and the bag body 40 is deformed and expanded by filling the grout material, to adjust and repair unevenness.
