PROBLEM TO BE SOLVED: To design an inter-operable and safe architecture to be utilized for safely distributing or transmitting DI of MPEG-21. SOLUTION: A received digital item is de-multiplexed by a de-multiplexer 2.9, a digital container 2.1 including digital item declaration (DID) is extracted from the de-multiplexed digital item, the DID is parsed by a DID parser to interpret the true meanings of each element of the DID and if the element is related to protection and management of the digital item, the element is transferred to an intellectual property management and protection (IPMP) parser 2.19 for activating IPMP tools 2.17.
