PROBLEM TO BE SOLVED: To provide a heater with improved readiness with respect to temperature control of air, and to provide an air conditioner capable of carrying out highly accurate temperature management by using the heater. SOLUTION: A duct unit 14 having a heat source comprising a bulb 20 in an interior is attached to an air duct 10. Air contacting a glass sphere of the bulb 20 is heated by radiation heat and heat transfer caused by lighting the bulb 20, and the heater with enhanced readiness of temperature control is provided. By respectively providing a first heater 50 and a second heater 52 in the air duct 10, and respectively attaching temperature sensors for controlling them to the air duct 10 and a precise atmosphere chamber 42, two stage temperature control with different temperature resolutions is made possible, and the highly accurate air conditioner 40 with superior controllability can be provided.
