PURPOSE: A method and an apparatus for cooling a semiconductor chip are provided to cool the heat generated from the semiconductor by mounting a stirring unit at one side of the semiconductor chip and connecting the stirring unit to a flywheel. CONSTITUTION: A flywheel(19) is rotated by a starting motor(20). A piston(16) of the stirring unit is operated vertically by the heat energy generated from a semiconductor chip(10). The flywheel is accelerated by the vertical movement of the piston. The starting motor is interrupted when the rotating speed of the flywheel is larger than the rotating speed of the starting motor. The flywheel is rotated only by the stirring unit in order to cool a semiconductor chip.
