A computer motherboard is incorporated into a computer which includes telecommunication apparatus programmed to dial a predetermined number and make a call via a cellular telephone network to the predetermined number. The telecommunication apparatus has incorporated therein a detector to form a combined detector-transceiver for placement in a position in which the detector is adapted to respond to a change in a defined condition and produce a change in an electrical circuit or generate an electrical signal, and the telecommunication apparatus responds to the change in the circuit or generated signal to establish the call via the cellular network to the predetermined telephone customer. The telecommunication apparatus transmits at least one alarm message when the dialled number answers. Means is provided for storing data and the detector output is adapted to store information in a permanent or semi-permanent manner.
