PURPOSE: A control circuit for preventing an error operation of a scan line driving circuit and an LCD(Liquid Crystal Display) using the same are provided to inexpensively prevent the congestion of a start pulse by the abnormality of an input signal. CONSTITUTION: A control signal generating unit generates a control signal including a start pulse, which starts the operation of a scan line driving circuit, according to an input signal. A protection circuit(10) normalizes the start pulse generated by the control signal generating unit when the input signal is abnormal. The protection circuit has a counter(11), a comparator(12) and a logic element(18). The counter counts a number to a certain count number according to an inputted clock. The comparator judges whether the counter is counting. The logic element logically operates the start pulse generated by the control signal generating unit and the output signal of the comparator, and outputs a normalized start pulse.
