The procedure is for obtaining -4-isoquiolinol and alkoxy-derivatives from 1-isoquinolinic acid or its carboxylate by electrical-chemical methods. The synthesis of 4-isoquinolinol is effected by electro-reduction of dissolvent organic acid in an aqueous medium with a dissolved electrolyte. In the synthesis, the catholyte and anolyte can be separated or not by a diaphragm or by a selective or non-selective membrane. The catholyte is an aqueous dissolution or one hydro-alcoholic of 1-isoquinolinic acid or its carboxylate and an electrolyte. The electrolysis is effected between 0 and 90 degrees Celsius, at a pH between 0 and 14, with a density of current between 1mA/cm2 and 2A/cm2 and/or a cathode potential between (-0.5)V and (-3.0)V in the presence of a reference electrode Ag/AgCl.
