PROBLEM TO BE SOLVED: To provide an RFID block with a sufficient withstanding load strength, permanently protecting tuning elements or the like for RFID with high sensitivity to an RFID reader / writer. SOLUTION: A block lower layer 100, a tuning capacitor electrode layer 3, a tuning capacitor insulation layer 1, a loop antenna coil layer 21, and a block upper layer 101 are stacked in this order and the layers are baked. The block lower layer 100, the tuning capacitor insulation layer 1, and the block upper layer 101 before the baking are made of kneaded clay (paste) including ceramic. The kneaded clay is formed by applying water to clay to have viscosity providing ease of forming. Further, the tuning capacitor electrode layer 3 and the loop antenna coil layer 21 before the baking are formed by dispersing metallic particles such as gold and silver whose particle diameter is about several tens ofμm into ceramic or an epoxy resin and a conductive layer is obtained by vitrification of the baking.
