<p><P>PROBLEM TO BE SOLVED: To make attain the effective utilization or the like of a flash memory. <P>SOLUTION: The flash memory 22 is constituted of a plurality of program data writing memory blocks 22a to 22e, and an ID writing memory area 23. When a writing start command is issued from a microcomputer 11, writing program data received by a microcomputer 21 are written in one or all of the program data writing memory blocks 22a to 22e.
