<p><P>PROBLEM TO BE SOLVED: To provide an anti-theft device, and an anti-theft system, to make it impossible for a thief getting a code number for driving a vehicle to drive the vehicle using the code number at other places than a place where it has been stolen for using it. <P>SOLUTION: In a hydraulic shovel 100, a plurality of operable areas each in which operation of the hydraulic shovel 100 is permitted, code numbers for the respective operable areas, and terms of validity for the respective code numbers can be set to be stored in the storing range of a starting condition memory 35.
