PROBLEM TO BE SOLVED: To reproduce digital broadcasting at a rate lower than the one at the time of recording in the case of recording and reproducing the digital broadcasting. SOLUTION: In a system of recording video signals as partial streams including compression signals compressed by the compression system of MPEG2 and reference signals synchronized with the video signals and reproducing them on the basis of a time stamp added to a packet in a time stamp adding / deleting device 14, the bit rate of the packet to be recorded is held as a calculated or fixed value at the time of recording them, they are reproduced at the bit rate the same as or slightly higher than the bit rate at the time of reproducing them and also a PCR value to be the reference time of the stream is changed so as to match with the reproduction bit rate.
