PROBLEM TO BE SOLVED: To provide an image editing apparatus for displaying a moving image so that the entire contents of the moving image can be grasped when displaying the moving image. SOLUTION: This image editing apparatus forms a piece of index image from a moving image file a plurality of frame images are recorded so as to be joined. The apparatus is provided with a dividing number deciding means for deciding the dividing number of the index image, image size deciding means for deciding the image size of the index image, extracting means for extracting frame images from the image file by the number of pieces corresponding to the dividing number decided by the dividing number deciding means at predetermined intervals, re-sizing means for re-sizing the respective frame images on the basis of the decided image size and dividing number of the index images and the image size of the respective extracted images, and index image forming means for arranging the respective re-sized frame images in a predetermined order to form a piece of index image.
