PROBLEM TO BE SOLVED: To provide a system whereby the convenience of management operations between users and sellers for the pre-paid system of the available time of mobile wireless phones is enhanced. SOLUTION: The system is characterized in that a charging ID identification apparatus is provided with a use start information transmission means that transmits use start information including a charging ID to a charging management apparatus in response to a charging ID of each charging ID identification apparatus and a use start request signal from the mobile wireless phones, and the charging management apparatus is provided with: a sale time adding means for receiving sale information including the charging ID and a sale time in response to a sale request signal from a sale terminal and adds the sale time to the available time in the charging management information corresponding to the charging ID; a use start information reception means for receiving the use start information from the charging ID identification apparatus; and an available time monitor means for registering the use start information to the corresponding charging management information on the basis of the charging ID of the use start information received by the use start information reception means; and an available time monitor means for measuring the available time and monitoring the available time.
