<p><P>PROBLEM TO BE SOLVED: To provide a high speed and high performance decoder for variable length codes which responds quickly to changes of distribution characteristics of Huffman codes, and also to provide a decoding method. <P>SOLUTION: Decoding reference tables 104 and 105 respectively with different table configurations are provided. Either of the decoding reference tables 104 and 105 is selected by a switch 103 and it is connected to a table reference 102. An optimum table judging part 106 judges temporary distribution characteristics of variable length codes on the basis of a desired parameter of compression coded signals, and it controls the switch 103 so as to select the optimum one from among a plurality of the decoding reference tables.
