PROBLEM TO BE SOLVED: To provide a lock management system which is high in security, easy in maintenance, low in initial cost and running cost and high in convenience for a user. SOLUTION: The lock management system comprising an unlocking device 2, a lock management server 4 and portable terminal equipment 6 is provided with a means 15 for newly generating first and second unlocking codes, an unlocking code distribution means 16 for transmitting the first unlocking code from the lock management server 4 to the unlocking device 2 and transmitting the second unlocking code to the portable terminal equipment 6, a short range radio communication means 10 for performing short range radio communication mutually between the unlocking device 2 and the portable terminal equipment 6, and an unlocking control means 13 for performing communication in the short range radio communication means 10, collating the first unlocking code and the second unlocking code and performing unlocking by the unlocking device 2 in the case that both match.
