PROBLEM TO BE SOLVED: To solve a problem in which when an image is enlarged or reduced and displayed at an arbitrary position, display is possibly disordered depending upon a vertical enlargement/reduction rate and a vertical display size if the start time of filter processing is fixed. SOLUTION: A filter start time control part 111 is provided which specifies the start time of a vertical filter part 103 for vertical enlargement/reduction processing and the start time of a horizontal filter part 107 for horizontal enlargement/reduction processing; and the start time of the vertical filter part 103 is switched according to the vertical enlargement/reduction rate and the start time of the horizontal filter part 107 is switched according to the vertical display size of a display part 110.
