PROBLEM TO BE SOLVED: To provide a plane heating element without detriment of a seating comfort of a seat formed by a manufacturing method of integrally molding the plane heating element with a surface skin by foaming and hardening urethane concentrate. SOLUTION: The plane heating element 1 is structured by arranging a heating wire on a base material made of a heat welded material. If the plane heating element 1 is used in a manufacturing method of a seat integrally molding the plane heating element with the surface skin by foaming and hardening the urethane concentrate, the plane heating element can be easily heat welded to the surface skin, so that a seat without detriment of a good sealing comfort can be manufactured.
