<p><P>PROBLEM TO BE SOLVED: To provide a method for manufacturing a gain equalizer with which the gain equalizer having a desired transmission spectrum is easily manufactured. <P>SOLUTION: A grating 11 for gain equalization and a grating 12 for monitoring are formed on an optical fiber 13. Subsequently, tension is applied to a part of which both end points hold the grating 11 for gain equalization and the grating 12 for monitoring in between and, at the same time, a transmission spectrum of the grating 11 for gain equalization is monitored and desired tension is applied to the part between the two points based on the result of monitoring. In this case, if necessary, an increment value of tension due to contraction of an adhesive in the succeeding fixing step with the adhesive is anticipated. Then, in a state of applying the desired tension to the part between the two points, the grating 11 for gain equalization and the grating 12 for monitoring are fixed to a fixing member 14 at the two points with the adhesive 15a, 15b.
