PROBLEM TO BE SOLVED: To provide a steering wheel capable of improving resistance to humidity and having a surface layer made of a wooden material and to provide its manufacturing method. SOLUTION: In this manufacturing method for the steering wheel 1, a core metal unit 2 and a surface member 3 covering it are integrally molded, and the surface member 3 is constituted by laminating a surface decoration material 4 and a plurality of wooden thin plates 9 through a bonding sheet 10 in which bonding resin having resistance to humidity is impregnated in a basic material. Furthermore, the method comprises a process in which the surface decoration material 4 and a plurality of wooden thin plates 5 are laminated through the bonding sheet in which bonding resin having resistance to humidity is impregnated in the basic material to manufacture the surface member by molding and bonding them.
