<P>PROBLEM TO BE SOLVED: To appropriately judge whether to maintain an activation state or shift to a standby state in the case that paper sheets are exhausted in the midst of image formation and it becomes impossible to form images. <P>SOLUTION: When an image formation request remains when a paper sheet presence/absence detection part 41 detects that the paper sheets are exhausted in the activation state, a system controller part 20 shifts to the standby state in the case that the request has been made by a FAX function and maintains the activation state in the case that the request is the one by something other than the FAX function. Instead, it is also possible to maintain the activation state until prescribed time elapses and then shift to the standby state if no paper replenishment is made during the time.
