<P>PROBLEM TO BE SOLVED: To provide a positive electrode active material composed of electrolyte manganese dioxide capable of improving a high temperature characteristic and a low temperature characteristic, a manufacturing method of the electrolyte manganese dioxide, as well as a battery using that positive electrode active material. <P>SOLUTION: In the positive electrode active material 3 composed of electrolyte manganese dioxide, the electrolyte manganese dioxide contains 5-400 ppm of magnesium.
