PROBLEM TO BE SOLVED: To provide a method of greening soil polluted with dioxins, capable of cleaning a soil containing dioxins on the site, capable of preventing the erosion of soil, good in execution properties and low in treatment cost. SOLUTION: At least a spray material 2 containing compost 4 for decomposing dioxins is sprayed on soil 1 polluted with dioxins to create a plant growing substrate 3.
