PROBLEM TO BE SOLVED: To perform transmission/reception without loss of data upon system switchover, in a software radio set realizing a communication function with software. SOLUTION: A control portion 23 sets software stored in a program-storing memory 25 in a signal processing portion 22, and makes the signal processing portion 22 process transmission data and reception data of a system corresponding to the software. A reception data buffering portion 21 and a transmission data buffering portion 24 are connected to the input stage of the signal processing portion 22. Upon the system switchover, the delay time of the reception data buffering portion 21 and the transmission data buffering portion 24 is controlled by a processing time, required for rewriting set software to software corresponding to a system of a switchover destination; and the input of the transmission data and the reception data, corresponding to the system of the switchover destination by the signal processing portion 22, is prevented.
