PROBLEM TO BE SOLVED: To automatically reflect instructions for changing programs and program plans such as time extension and time shift in a broadcast service to a plurality of other associated services. SOLUTION: The plan managing server for executing a successive connection of stair plans, including spotted plans based on broadcast proceeding data, comprises a means 11 for receiving a stair plan connection instruction of a specific service designated among multi-link information constituting broadcast proceeding data from a business broadcast system, an automatic connection deciding means 12 for retrieving automatically connecting multi-link information meeting specified conditions among the multi-link information of the broadcast proceeding data based on the received connection instruction, a means 13 for executing a stair connection to each service based on connectable multi-link information decided by the deciding means, and a means 14 for distributing control data composed of broadcast proceeding data updated by executing the stair connection to apparatus needing the data.
