PROBLEM TO BE SOLVED: To prevent deterioration of a seal for sealing a valve body and a valve seat as much as possible by configuring to change a stop position of the valve body when a flow passage is blocked based on the degree of usage of a flow rate controlling valve with a blocking function. SOLUTION: In this flow rate controlling valve with a blocking function that can block a flow passage by bring a valve body 31 into contact with a valve seat 32 through a seal member 36 and that adjusts the flow rate by controlling a separation distance between the valve body 31 and the valve seat 32, it is configured that the drive volume of the valve body 31 by a stepping motor 34 is changed when the flow passage is blocked by pushing the valve body 31 toward the valve seat 32, based on the degree of the usage of the flow rate controlling valve with a blocking function.
