PROBLEM TO BE SOLVED: To check contents in a container without opening the container, and surely detect the contents if the data reading-in the contents is abnormal. SOLUTION: A plurality of postal matters 3 attached RFID tag 2 in which the information specifying identity is written in as RFID data is stored in the container 1 and sealed. A baggage tag 4 memorizing together the information indicating the contents of respective postal matters stored in the container is attached. The RFID data is read-in from the RFID tag using the RFID tag attached to the postal matters in the container and a radio antenna 5 performing radio communication with RFID system for these containers, and the information is read-in from the baggage tag using the baggage tag and a radio reader 7 performing the radio communication with RFID communication system. A control terminal 6 checks the RFID data read-in from the RFID tag and the information read-in from the baggage tag, and performs quantity checking and contents matching based on the number of pieces and the contents.
