PROBLEM TO BE SOLVED: To provide at low cost an apparatus and a method for image formation for transferring a primary toner image on an intermediate transfer medium to a recording medium and fix it without exerting any thermal influence on an image carrier. SOLUTION: A top-side roller 48 and a reverse-side roller 45 which function as a secondary transfer means not only transfer and fix a primary transfer toner image on a recording medium 4, but also cool the intermediate transfer belt 41 and suppress a rise in the temperature of the recording medium 4. Thus, the intermediate transfer belt 41 is cooled at a secondary transfer position 49 to prevent thermal influence on a photoreceptor 11 without providing any special cooling device. Further, the rollers 48 and 45 absorb heat from the intermediate transfer belt 41 to suppress the rise in the temperature of the recording medium 4, so moisture of the recording medium 4 is deterred from extremely varying.
