PROBLEM TO BE SOLVED: To develop a highly precise toner fluidity evaluation device with no individual difference and to improve a toner transfer property and dot reproducibility by using this device for stably obtaining a high quality image.

SOLUTION: This powder fluidity evaluation device, which evaluates fluidity of powder by inserting a conical rotor into a toner powder phase while turning the conical rotor and measuring torque or a load occurring when the conical rotor moves through the powder phase, is provided with a means measuring height of the toner powder phase.
