<P>PROBLEM TO BE SOLVED: To provide an inexpensive solid polyelectrolyte membrane, a composite solid polyelectrolyte membrane, and a fuel cell provided with superior ionic conductivity. <P>SOLUTION: As for this solid polyelectrolyte membrane, a sulfonic group is introduced into a film containing an ethylene copolymer composed of one kind or more copolymerized components selected from among an unsaturated carboxylic acid, an unsaturated carboxylic acid derivative, and an unsaturated carboxylic acid anhydride, and ethylene. The solid polyelectrolyte membrane of the composite solid polyelectrolyte membrane is supported by a support.
