PROBLEM TO BE SOLVED: To provide a transparent substrate for an EL element and an EL device wherein light outgoing amount from a substrate face of the opposite side of the arrangement side of the electroluminescent (EL) element can be increased. SOLUTION: On the substrate face 23b of the transparent substrate main body 23 constituting a backlight 13, a first electrode 26, an organic EL layer 25, and the second electrode 27 are laminated toward the opposite side of a liquid crystal panel 12 from the transparent substrate main body 23 side in this order. On the end face 23c of the transparent substrate main body 23, a reflecting membrane 31 composed of a metal plating coat in order to totally reflect the light of the organic EL element 24 is formed. Furthermore, on the substrate face 23b of the organic EL element 24 side in the transparent substrate main body 23, a plurality of light scattering parts 32 for diffusing and reflecting light of of the organic EL element 24 are formed.
