PROBLEM TO BE SOLVED: To determine an abnormal operating state such as a drowsy state by evaluating the behavior relating to the car width direction of a vehicle travelling in a monitoring area. SOLUTION: A road shape recognizing part 11a recognizes the shape of a road on which the vehicle travels. A vehicle recognizing part 11b recognizes a position of the vehicle in the monitoring area. A position specifying part 12 specifies a relative position of the vehicle in the car width direction with respect to the road where the vehicle travels, on the basis of the recognized road shape and the recognized vehicle position. The decision part 13 determines whether the behavior relating to the car width direction, of the vehicle is normal or not on the basis of the time-series change of the specified relative position.
