PROBLEM TO BE SOLVED: To obtain extensible paper having extension characteristics of a longitudinal elongation of≥20% and a transverse elongation of≥20% and capable of being simply produced by improving abrasion resistance of a soft roll. SOLUTION: A paper sheet which has a water content in the paper of 20-50wt% is guided through a shrinkage unit 3, so that shrinkage is given to the paper sheet, and then dried, wherein the shrinkage unit has a pair of press rolls 8 comprising a hard roll 6 of which the surface is worked to have grooves 5 along the circumferential direction of the roll at specified intervals in the transverse direction and the soft roll 7 of which the surface is flat, and is so structured that a contact length of the hard roll 6 with the soft roll 7 is set to be 30-80mm when pressurized and the soft roll 7 is rotated at a circumferential speed lower than that of the hard roll 6 under a pressurized condition.
