<P>PROBLEM TO BE SOLVED: To provide a transparent substrate capable of flexibly coping with an on-demand type production request while suppressing environmental pollution by waste liquid generated in the process of production, and also capable of suppressing lowering of commercial value resulting from yellowish coloration of the substrate derived from laser machining. <P>SOLUTION: The transparent substrate is manufactured as follows. A plurality of layers composed of transparent materials are laminated on a support plate 101 made of glass or the like by such means as vacuum deposition, ion plating, and sputtering (an intermediate layer 102 and an electro-conductive layer 103 of the Figure (b)). At least the uppermost layer (the elctro-conductive layer 103 in an illustrated example) is partly removed by irradiation of laser beams L to form a layer pattern (Figure (c)).
