PROBLEM TO BE SOLVED: To provide a developing device and a process cartridge constituted so that toner supply amount to a developing roller 2 can be kept constant, and non-magnetic one-component toner used therein. SOLUTION: The developing device is at least equipped with the developing roller used as one means constituting an electrophotographic image forming apparatus, carrying the non-magnetic one-component toner on its peripheral surface, rotating in contact with a latent image carrier and developing an electrostatic latent image formed on the latent image carrier by supplying the toner thereto, and a thin layer forming member for making the toner on the developing roller the thin layer while coming into contact with the peripheral surface of the developing roller. Assuming that the frictional force of the developing roller with the toner is F<SB>1</SB>and that of the thin layer forming member with the toner is F<SB>2</SB>, F<SB>1</SB><F<SB>2</SB>is satisfied.
