PROBLEM TO BE SOLVED: To provide a method of regulating the charge state of a battery pack, which equalizes each unit cell constituting the battery pack in a short time, and to provide its device. SOLUTION: Out of a plurality of unit cells B<SB>1</SB>to B<SB>4</SB>, a unit cell the voltage across which becomes maximum is the largest unit cell and a unit cell the voltage across which becomes minimum is the smallest unit cell. Charge is shifted from the largest unit cell to a capacitor C<SB>B</SB>so that it may be higher than the voltage across the largest unit cell. Then, the charge is shifted from the capacitor C<SB>B</SB>l to the smallest unit cell thereby equalizing the voltage across each unit cell. COPYRIGHT: (C)2004,JPO
