PROBLEM TO BE SOLVED: To provide a loading tester and driver for a rotationally burying type steel pipe pile capable of driving the rotationally burying type steel pipe pile and performing its loading test after the driving. SOLUTION: This device has a body part 6 rotated by an auger motor while retaining a jack 4 to be expanded and contracted downward; a steel pipe pile retaining means 8 integrally rotatably provided on the lower part of the body part 6, the means 8 engageably and disengageably retaining the pile head of the rotationally burying type steel pipe pile 10 while being permitted to vertically move; a cylindrical reaction receiving pile 12 integrally provided on the lower end portion of the body part 6 to surround the circumference of the steel pipe pile 10 retained by the retaining means 8 over a prescribed length, and having a spiral blade 12b on the circumferential part, the pile 12 being rotationally buried in ground G with the steel pipe pile 10 and bearing the reaction when giving a loading test weight to the pile head of the buried steel pipe pile 10 by the jack 4; and a settlement measuring means 62 for measuring the settlement of the steel pipe pile 10 in the loading test through a measurement window 60 provided on the side surface of the reaction receiving pile 12.
